Joseph Cao won the Congressional seat for New Orleans East in the 2008 election, running as a Republican and elected as the first Vietnamese-American. He was the lone Republican vote for the Health Care Reform Bill in the interests of his constituency over his party. This is the story of his brief career in the 111th Congress and the lamentable state of bipartisanship in Washington.
